SUICIDE ATTEMPT PLEASE HELP: How to call international number

My friend Alyce (qf4bray.tumblr.com) is going to attempt suicide. We are trying everything we can. We’ve had people call the crisis number for the country, but the authorities are not even answering. 

Someone has given us her number that they’ve been texting her on. We’ve been wracking our brains and looking at how-to sites on how to call her because when we first typed in the original number, it said the number was entered incorrectly. No matter what number we’ve put in, it comes up incorrect.
